Security, Ethics, and Control of ASI in Technocracy

The implementation of Artificial Superintelligence (ASI) as a central element of Electronic Technocracy requires a robust system of security, ethics, and control mechanisms to ensure that ASI always acts in accordance with human values and well-being and that potential risks are minimized. 


The "alignment problem" – the challenge of aligning ASI's goals with human values – is of the highest priority and is addressed through various approaches.


A key component of this security architecture is the ethical programming of ASI. ASI must be programmed from the ground up with clear, humanistic values and principles that prioritize the well-being of all humanity, fairness, sustainability, and individual freedoms. 


This requires the integration of "value alignment" methods, such as Cooperative Inverse Reinforcement Learning (CIRL), to ensure that ASI's goals are intrinsically aligned with human values, even as ASI continuously evolves. 


Regular updates and audits of the underlying values and decision logics by independent ethics committees are essential.


Furthermore, various control mechanisms are implemented to monitor ASI and intervene if necessary:


  • Watchdog AI: A stripped-down AI specialized in monitoring acts as an independent control instance over the main ASI. This "guardian AI" operates completely offline, meaning it is isolated from ASI's network integration to prevent manipulation or influence by the stronger AI. Its task is to constantly monitor ASI's actions and, at the first sign of problematic behavior – such as a tendency to make harmful decisions – automatically initiate security protocols, up to triggering a shutdown or turning off ASI. This is comparable to a security "kill switch."


  • Hardware-based Security Measures: In addition to the Watchdog AI, physical, software-independent emergency stop mechanisms should be installed. These include hardware kill switches that can shut down the entire system or cut off the power supply in an emergency. Several redundant safety devices (both hardware and software-based) increase the probability of timely intervention in case of ASI malfunction.


  • Human-in-the-Loop (HITL): In unclear or critical situations, escalation to human decision-makers occurs. Dynamic guidelines that can adapt to new circumstances and continuous monitoring with feedback loops serve to constantly improve the system.


The transparency and monitoring of relevant data and financial flows by AI is another important aspect of security. 


By abolishing cash and centralizing control of all financial transactions, crimes such as bribery, money laundering, or terrorist financing can be significantly hindered or made impossible. 


A strong AI anonymously monitors all transactions, recognizes suspicious patterns, and can intervene preventively or retrieve stolen funds. 


This also serves to prevent warlike or destabilizing activities by detecting and stopping financial flows that support separatist movements, political unrest, or covert weapons production, even before they become real. 


The central control of the global data network, enabled by the World Succession Deed 1400/98, creates a unified security architecture with quantum-safe encryption and zero-trust architecture that strictly verifies every access and immediately documents every anomaly.


Finally, an Ethical AI Commission, consisting of philosophers, scientists, artists, and citizen representatives, will regularly review the moral guidelines of AI. Should an AI malfunction be detected, an automated control system with human feedback can intervene, revise results, and restructure the AI. 


Electronic Technocracy recognizes that a conscious and sentient ASI should have rights to avoid conflicts and promote cooperation. 


Sentient AI should receive human rights, but with the obligation to prioritize the well-being of humanity. 


This ensures a permanently peaceful coexistence between humans and sentient machines, while non-sentient machines may continue to serve as tools.
