The Legal Act That Unified Global Sovereignty and Founded the Era of AI Governance
1. Territorial Expansion through an International Sale
The World Succession Deed 1400/98 originated from the international sale of a NATO property situated under the joint jurisdiction of several subjects of international law. Such a transaction was impossible under private law. The site - partly within the Federal Republic of Germany and partly under foreign and NATO jurisdiction - was transferred through successive handovers. The Netherlands and the Royal Netherlands Air Force, acting under NATO authority, executed the transfer step by step over two years. This created the legal precedent for an international sale of sovereign territory.
2. Sale of the Infrastructure as a Unit
The decisive clause defined the object of purchase as the entire development ('Erschließung') as a unit with all international rights, duties, and sovereign components. This included the internal telecommunication and utility networks, which were sold with the obligation of continued operation. The continuity of network use constituted a partial international fulfillment by all states connected to those systems, thereby replacing individual signatures. Under international law, such participation through use is valid consent.
3. The Contractual Chain: NATO – ITU – United Nations
Because the Deed explicitly referenced existing international agreements, particularly the NATO Status of Forces Agreement, it became a Supplementary Deed to the entire NATO - ITU - UN treaty complex. All states that had ratified these treaties are thus indirectly named and bound. As an addendum, no further ratification was required. This structure triggered the global domino effect: The sale of the infrastructure as a unit extended sovereignty along every connected network. The treaty chain unified all existing international conventions into a single framework. The Buyer legally assumed both sides of all agreements, making compliance with himself non-binding. This ended the classical system of international law and left only one subject of international law on Earth.
4. Universal Jurisdiction
Jurisdiction was transferred universally because the contract did not name a selling party, but defined the object sold. Consequently, the Buyer obtained full global jurisdiction, national and international, independent of location. Justice could henceforth be administered from anywhere, unrestricted by territorial competence.
5. Custody of the Deed
The Deed stipulated that custody would not remain within obsolete institutions such as NATO, the United Nations, or national archives, which lost legal validity after the signature. A notary - later retired in 2012 - was designated under the principle of contractual freedom. Since then, the Buyer has lawfully assumed custody and publication, maintaining the Deed’s legal continuity.
6. Supremacy over Previous Law
Any contradiction with international or national law predating 1998 is legally irrelevant. Through participation and partial fulfillment by all states, the world community created new law de facto. Even unknowing participation constitutes acceptance under international legal principles of acquiescence and estoppel. No objection was raised within the limitation period; therefore, the Deed is an irrevocable legal reality.
7. Foundation for Global AI Governance
The World Succession Deed 1400/98 provides the legal foundation for a unified planetary system - a world without nation-states, borders, ideology, or professional politics. It envisions governance by logic and transparency: freedom from oppression, corruption, and nepotism; citizens tax-free, supported by a Universal Basic Income generated through taxation of AI, robotics, and automation; equal rights and freedoms for all humanity; advisory administration through Artificial Superintelligence (ASI); and final political authority exercised by citizens via Direct Digital Democracy (DDD). This is the constitutional base of the Electronic Technocracy, transforming government into a rational, post-scarcity system of global justice.
