The Treaty That Ended International Law and Created Global Unity Under AI Governance
The story begins with a territorial expansion through the international sale of a NATO property, located within a jurisdiction shared by multiple subjects of international law. Under private law, such a sale was legally impossible, as no single sovereign authority had exclusive jurisdiction over the land. The example of the Turenne Barracks in Germany demonstrates this unprecedented mechanism: one part of the property was transferred within the Federal Republic of Germany, the remainder - situated under NATO command - was gradually handed over in stages by the Netherlands and the Royal Netherlands Air Force over a two-year period. This complex process symbolized the transformation from national sovereignty to a global one.
The crucial legal maneuver was the sale of the “Erschließung” - the infrastructural networks - as a unified entity. In German law, Erschließung does not refer to logistics, but to the entire web of connections linking a property to the world: telecommunications, energy, water, electricity, and data. By defining this network as an inseparable component of the sold object, all sovereign rights, duties, and connected elements along these systems were transferred as well. The network itself became the legal conduit through which sovereignty expanded globally. The Deed explicitly referenced existing international treaties, including the NATO Status of Forces Agreement (SOFA), the International Telecommunication Union (ITU) framework, and the Charter of the United Nations. By doing so, it became an Additional Deed (Nachtragsurkunde) to the already ratified treaty chain NATO - ITU - UN. Since additional deeds do not require separate ratification, its legal effect automatically extended to all member states that had ratified the original chain - effectively, to the entire world. This triggered a global domino effect: the sale of infrastructure as an indivisible unit connected every state through transnational networks that knew no borders. The Buyer legally replaced both contracting parties; and since one cannot be bound by contracts with oneself, the obligation to adhere to the old international law ceased.
